Wrong dragon location. To find Dinral for this challenge: warp to Hebra tower, fly south to Tanagar Canyon. There’s a bird guy or gal there with a campfire. Dinral will come at night, I believe. Bird person tells you.
I should clarify that the dragon is at the location I identified for the DLC, Revali’s Challenge.
