Skill Reset | The Witcher 3
There are a lot of ways to approach character development in The Witcher 3: Wild Hunt. There’s a lot of abilities to choose from, and only so many skill points.
Once you drink it, all of your skills will reset, and all your ability points will go back into the “available” pool, including the ones you got from Places of Power. You will then be able to invest them any way you like, again.
Later on, you can buy it in Novigrad. There is a plaza north-east of Hierarch Square. When you get there, go to the building on the west side. The merchant that occupies it will sell you the Potion of Clearance, for the same price as Keira – 1000 Crowns. You’ll need to talk to him about certain artifacts first – only then will you have the option to trade with him. After you’ve bought it, it will show up in the merchant’s inventory again, after 24 hours.
When you get to the Skellige Isles, you’ll find two merchants close to each other that sell them as well. They’re both near the Gedyneith signpost in eastern Ard Skellig. Gremist requires you to finish the quest Practicum in Advanced Alchemy, while the alchemist in the cave west of the signpost can be approached immediately. They both stock five bottles at a time, priced at 1000 Crowns a piece.

How To Respec In The Witcher 3
In the previous game, there was an NPC sorcerer you could talk to in order to reset your skills. This time, there’s a magic potion. The respec potion is very rare, so it would probably be a good idea to snag it as soon as you see it, no matter the cost. Potion of Clearance
The first vendor that sells the Potion of Clearance is Keira Metz. After finishing the Magic Lamp quest, you’ll start another – An Invitation From Keira Metz. Hmm, didn’t know that about Keira and I’ve sent her off to Kaer Morhen, can you still buy the potion off her there?
Svava, once you get past the battle at Kaer Morhen she’s just south of the fort – jump over the wall near the Pendulum and run up the path to your left. Unfortunately the door to Kaer Morhen is locked so you have to slide/White Raffard/Roll yourself about 3000 feet back to sea level 😉

I’ve found a location where you can buy 5 potions of clearance at a time. But you gotta finish his quest and you’ll unlock a whole next level alchemy.
In Skellige, east of the island, you’ll find an old man named Gremist, next to Gedyneith. Accept his quest and you’ll be able to buy his stuffs which includes 5 POC and a bunch of superior manuscript. You can also get to play Gwen with him as well.
P.s, he’s an advanced chemist and the quest’s quite tough, you should be level 20 or above.
