After liberating Sawmill, just a tad west of the herbalist’s hut near Woesong Bridge in White Orchard, there is a merchant there who sells Balisse fruit. Had more on him than the herbalist herself.

I can’t seem to actually pick any Balisse fruit. The inventory box appears empty when I find the plant making it impossible to collect any. I can purchase from some herbalists but that’s about it.
