To find and recruit a beekeeper operative in Watch Dogs Legion, your best bet is to simply liberate the City of London area. To do that, you have to complete every mission marked by a red icon on the map. When you do that, the City of London region will turn green and get a check mark next to its name. Alternatively, you can search some parks around the city. For example, you should look in Hardy Church in Camden, at the very north edge of the map.
