To fish in Skyrim Anniversary edition, the first order of business is to get a fishing rod. To do that, you can simply go around almost any body of water and look next to the points with fishing supplies. They always have a rod right next to them. There are also some vendors that sell fishing rods, but I doubt you’ll ever need to buy them, as they are plentiful out in the open. However you obtain one, equip it into your right hand from the inventory.

With the fishing rod in hand, interact with the fishing supplies. Your character will automatically turn to the water and cast the line. By the way, fishing supplies always appear as a bucket of fish, some nets, crates of bait and other such things. That’s basically how to fish in Skyrim Anniversary Edition; all that’s left to do now is wait for the fish to bite. Don’t reel in at the small bites, of which there are usually three. Only pull the line when you get a constant bite, aka the pole goes in a large arc and your controller starts vibrating constantly. The command to reel in is Y/Triangle on consoles, by the way.

A few things to keep in mind here. First off, you can only catch fish in a certain spot as long as you see ripples when you cast the line. If there aren’t any, you’ll just catch random items.
