Shadow of Mordor Ithildin Locations Guide - Sea of Nurnen map
As you already know Ithildins are ancient symbols that can be seen and collected only when you enter Wraith world. Once you open the second map Sea of Nurnen you can collect remaining 16 collectibles and complete the puzzle image.
