To get a shiny Charmander in Pokemon Scarlet and Violet, you first have to capture a Charizard. That Pokemon is currently available in 7 star Raids, and will be for the next couple of days. Basically, you want to get a Ditto from a different language region and then start breeding. This, on its own, increases your odds to about one in six hundred.
