To evolve Scatterbug into Spewpa in Pokemon Scarlet and Violet, which is the first evolution on the journey to Vivillon, you need to get the little Bug Pokemon to level 9. That shouldn’t be too difficult of a task. Granted, Scatterbug is perhaps not the most ideal Bug-type Pokemon you can use, but since you can find it near the beginning of the game, it’ll do fine enough. If you’re really strapped, I suppose you can give it a Rare Candy or a Lucky Egg to hold. However, I wouldn’t really recommend it unless you feel like you have no other choice. The Pokemon will evolve automatically after the battle where the level-up happened is over.

Yes, you just need to keep leveling the little bugger (pun intended) until it reaches level 12. Since the previous evolution requires it to be level 9, going for another three really shouldn’t be that much of a bother. What you get for your troubles is a relatively weak Bug / Flying Pokemon, but what did you expect for such low evolution requirements? Honestly, this is more about filling that Pokedex more than anything else. They can’t all be damage powerhouses or tanks that can take whatever you throw at them.
