Turn left as you leave the elevator and fight the enemies in front of the locked room with the scientist. After you defeat them, you’ll get the key card.

The next step involves going to the seventh floor. When you arrive, look for a locked room with red furniture and two people in suits. It’s supposed to be a cafeteria or something. Use the key card to open the door, then talk to the guy on the right. He’ll thank you profusely, and reward you with your very own Lapras.
