Yes, both Primal Groudon and Kyogre can be shiny in Pokemon GO in 2023, including the Primal Reversion that will be happening in the Hoenn Tour event. That will be happening on February 18th and 19th, by the way. During this event, you’ll be able to encounter both Kyogre and Groudon in Primal Raids. Both of them will have a chance, however slim, to be shiny. The only real difference from the usual fare is that they will know new moves. Kyogre will know the Origin Pulse Charged Attack (Water), and Groudon will know the Origin Pulse Charged Move (Rock). The main goal of these Raids is to collect Primal Energy by emerging victorious (or from certain Research Tasks).

If you have one of them as your buddy, catching Pokemon of the types we just named will grant you extra XP and Candy. The Pokemon stay in Primal Form for eight hours, and the more you revert them, the higher their Primal Level becomes, granting you more bonuses.
