That said, it’s a great chance to farm Candy to power Blitzle up and/or evolve it into Zebstrika.

Yes, Blitzle absolutely can be shin in Pokemon GO, so you can use the Spotlight Hour event to increase your odds of catching one. By “increase your odds,” I mean they’ll be higher by default. Since Bliztle will be spawning way more often than normal, it stands to reason that you might have an easier time of running into a shiny one. Granted, your chances will still be really low, but way better than usual. By the way, telling a shiny Blitzle apart from a regular one is relatively easy; the former is dark blue while the latter is the usual dark gray / light black. So, if you run into the special version of the zebra Pokemon, you’ll know.
