As for Shadow Registeel in particular, you’ll need to complete the event Special Research story to get a Super Rocket Radar and hunt Giovanni down. One of his Pokemon is going to be Shadow Registeel, and if you manage to defeat it, you’ll have a chance to catch it. By the way, the Special Research story will remain available to claim until March 1st.
