It’s completely random, so it will test your patience a bit. The odds will be increased during the event, which should help things. Any interaction can result in becoming Lucky Friends, including trainer battles, sending and opening gifts, trading, battling in Raids together, etc.

Now, you can become Lucky Friends with the same person more than once. Also, being Lucky Friends with a person before does not affect the odds of that happening again.
