We’re going to list of several of the best Kyogre counters in Pokemon GO before we get into its weakness and best moveset. Below, you’ll see ten Pokemon that should prove to be very efficient against the whale-like creature, both in PvP and Raids. They are in no particular order, go for whatever you have available.
- Zekrom with Charge Beam and Wild Charge
- Therian Thunudrus with Thunder Shock or Volt Switch and Thunderbolt
- Mega Venusaur with Vine Whip and Frenzy Plant
- Raikou (Shadow or regular) with Thunder Shock or Volt Switch and Wild Charge

Kyogre Weakness & Best Moveset in Pokemon GO
Let’s get into the best moveset and weakness of Kyogre in Pokemon GO, now that we know what the best counters are. As you might have assumed looking at that list of counters, this creature’s main weaknesses are Grass and Electric attacks, from which it takes 160% damage. On the other hand, Kyogre is fairly resistant to Steel, Water, Ice and Fire attacks; they deal just 63% damage. So, even if you don’t have any of the Pokemon in the list above, just go with Electric or Grass, and you should do relatively okay.
As for the best moveset, it’s probably best to stick to Kyogre’s guns, it being a Water Pokemon. The only Fast Attack it can have that we know of is Waterfall (Water), so that takes care of that. Sure, it can have Dragon Tail, but that’s a Legacy move. As for Charged Attacks, Kyogre can have Hydro Pump (Water), Surf (Water), Blizzard (Ice) and Thunder (Electric). Out of the bunch, I’d say that Hydro Pump is the best of the bunch, but that’s just me.
