Once you have completed the game, you need to get it from Battle Park. You won’t find it on any routes in the game itself. Head to Battle Park and come in through the southern gate. Turn left, and there is a field of bushes. In it, you can see a Black belt NPC and a Pokeball. This Pokeball will contain the Razor Fang you need. The Pokemon Brilliant Diamond and Shining Pearl Razor Fang guide below by Purplefire can show you how to do this.

You can also pick up a second Fang. Head to the Battle Tower. For five Battle Points, you can get an extra Razor Fang for all of your needs. Once you have it, you can start the evolution. Gligar will only evolve at night, so you need to do it between 8 pm and 4 am in the morning. Even if you don’t want to evolve Gligar, the Fang is still useful. In combat, it can increase the chance of making enemy Pokemon flinch.
