First, let’s go over the guaranteed method. Once you have gotten the National Dex, you can then go to Iron Island. Once there, talk with Byron in his hut and he will give you the Metal Coat. Of course, to be able to get it like this, you will have needed to complete the main story in the game. Naturally, this will take you a lot of time. If you want to get it a lot earlier, you will need to do some good old-fashioned grinding.
This grinding is going to take place in the Grand Underground. So, go there. What you need to look for here are three particular Pokemon. These are: Bronzor, Magnemite, and Beldum. The first two will become available here as soon as you have obtained the Explorer’s Kit from Eterna City. There is a small chance that one of these will be holding on to the Metal Coat when you catch it, allowing you to get it this way.
