This has been true for every Pokemon game so far, and Pokemon Brilliant Diamond and Shining Pearl (aka – Pokemon BDSP) is no different. However, there are some moves that your Pokemon will need to learn from somebody else, as it is not unlockable simply by leveling up. The Draco Meteor is one such move. This powerful move can be taught to Dragon-type Pokemon, though you will first need to complete several prerequisites before you can do so. How to Learn Draco Meteor Move Pokemon Brilliant Diamond & Shining Pearl
You will be able to teach this move to your Dragon-type Pokemon by visiting Grandma Wilma. Her house is located on Route 210, and to access it, you will have take care of a couple of obstacles first. The first of these comes in the form of several Psyducks, which are preventing you from going north on Route 210 and getting to Celestic Town. Once you have removed them, you will also need the Defog Hidden Move, as well as the Rock Climb Hidden Move.
If you have all of these, you can travel to her house. After you pass the Psyducks on Route 210, you will come across a slope down that you can use Rock Climb to get down to. This small pit has another place that you can ascend using Rock Climb. When you do that, you will find yourself at Grandma Wilma’s house. Talk to her and she will offer to teach this move to a Dragon-type Pokemon of your choice. You should be aware of that this Pokemon in question will need to have its Friendship Level maxed out to be able to learn this move.
