To get the Choice Scarf in Pokemon BDSP or Brilliant Diamond & Shining Pearl, you first need to defeat the Elite Four and become the Champion of Sinnoh. Some people say that you also need to complete the Sinnoh Pokedex and unlock the National Dex. I’m not sure this is true, but perhaps you should do it just in case. Either way, what you need to do is go into the Fight Area in the northeast of the map. Once there, head into the Battle Tower and earn at least 25 Battle Points.

With that out of the way, go to the building that serves as a kind of gateway to the Battle Tower proper. You’ll note that it has two entrances, one on the left and one on the right. Go through the entrance on the left and walk up the stairs. There, you’ll see a lady with green hair behind the counter. That’s where you’ll find the item; just buy it for the 25 Battle Points you got earlier.
