Rescue the Intel Agents is the 17th main mission in Metal Gear Solid V: The Phantom Pain. In this mission, your main objective is to rescue two Intel Agents that got captured and are being held at Kiziba Camp.

As you arrive to the area, however, one of the agents manages to escape and is on the run. He should be your top priority.

Rescue the two Intel Team members being held at Kiziba Camp.
Extract Intel Team member escaping through the forest north of the camp
One of the agents managed to escape from Kiziba and is on the run. He is located north of the camp, and is being hunted by several soldiers. If you are unsure of his exact whereabouts, interrogate the enemies close to the objective marker showing his last known location.

If you have extracted the agent on the run first, you will receive information on the captured agent. He is still at Kiziba Camp, located in a dug out hole near the cages.
Extract 2 CFA officials
The officials are at the camp, keep scanning everyone with your binoculars until you recognize them.

The house the prisoner is held in is next to a wooden watchtower.
Extract search team reinforcements
First option: You can alert the search team looking for the escaped agent, and they will send reinforcements.
Second option: If you are in the Northern LZ. You’ll start near a road that two Jeeps use to drive to the area where the search team is. You need to extract the occupants of both Jeeps. Three in the first and one in the second shortly behind the first. (thanks TuhtleSoup and Emeraldog)
Scanning all the faces didn’t give me the CFA officials, but two of them were wearing balaclavas and extracting gave me the achievement.
I can also vouch for the Northern LZ approach for the reinforcements. Since there are a few people saying it’s the east one, it might be possible that it changes depending on your LZ.
Extracting the 4 search team reinforcements is wrong. Start from the Eastern LZ. You’ll start near a road that two Jeeps use to drive to the area where the search team is. You need to extract the occupants of both Jeeps. Three in the first and one in the second shortly behind the first.
I just played the mission and I can vouch for this – thank you TuhtleSoup! Although the LZ you’re talking about seems to be Northern, not Eastern. Anyway the description on this page doesn’t make sense to begin with as alerting the team would lose you a points bonus or two, possibly costing you an S rank

Erm can’t find the 2 CFA officials, I scanned everyone in the whole camp and eventually captured it but no officals.
You have to hang around for the two officials – they will eventually arrive in a Jeep and park it around the middle of Kiziba camp.
Only one of them showed up by truck for me.
And they dont give a message when I scan them.
They can be identified by looking at their heads, they have “hijabs” looking masks.
