The schematic is hidden in an outpost north of Munoko ya Nioka Station in Angola. There’s a yellow house in outpost #16 – inside it, you’ll find the blueprint on a table. The prisoner sharing the room with the item is a valuable interpreter, so it wouldn’t hurt to free him.
