Unfortunately, the answer is positive here. While not officially confirmed, it seems that Granblue Fantasy Relink is region-locked on Steam. This has been reported by a number of players on Reddit and Steam since the game’s launch. “I am also having this issue with a friend, me and my four friends(2 US, 1 Canadian, and 1 German). The Canadian and US can join each other, but the German friend can’t,” says Steam user Tree the Dog Father. Other players corroborate these claims. “Seems there is region locking, as my friend searching for the lobby ID didn’t find any lobby with the correct ID,” states Steam user Odd Looking Fox.

Based on this, the game seems to see North America and Europe as two separate regions and does not allow players from these regions to play together. However, some players have proposed a possible solution for the issue. Namely, even if Granblue Fantasy Relink is region locked, that doesn’t mean that you can not change the region. As reported by some players, switching the download region is the solution to bypass region-locked issue.
