Only way I could get mine to work is delete my Xbox game pass version and get from steam you can get a free trial to see if it works for you

FR, now i know im not the only one trying to solve this problem today, i think it is the developers fault.
Having same issue on PC now after tools of torment chapter install. Try Uninstaller, reinstall.
