  You have to have advanced through the story and your level to have some of the cars spawn in certain areas.

  It is usually located in Vinewood Hills, Rockford Hills, Northern Vinewood. Location on the map where I found it is a parking lot of the Kortz Center. If you don’t find it there when you approach the place fro the first time, drive away, wait for a couple of seconds, then come back. Cars should respawn and you might be lucky this time.
