The first one, which is the most reliable way to obtain the weapon, is to visit one of the Stormtrooper Barricades scattered across the map. At the time of writing, they are three of them. One is on the road northwest of Greasy Grove, one is on the road leading south from Sleepy Sound, and the third one is on the road southeast of The Joneses, where the road turns to the west after going south for a while, along the coast.
