The first step to staggering enemies is to get them to the “Pressured” state. Again, you do this by dealing a certain amount of damage, using attacks that they’re weak to, and lopping off or generally destroying bits from larger enemies.
When it comes to weaknesses, here are some examples as to what you can do. Guard Dogs are extremely susceptible to magic attacks, while sword-wielding enemies are really weak to parrying their attacks in Punisher Mode. Using these techniques is going to fill the enemy’s stagger bar pretty fast. Once you have the enemy staggered, they are wide open for attack for a short amount of time. In that time window, you can unleash whatever powerful attacks you have on hold to deal massive damage.
If you want to fill your ATB bar, you can use the character’s unique ability (Triangle) while the enemy is staggered. Also, when you stagger enemies (and take damage), you fill up your limit gauge. When that’s full, you can use limit breaks, aka absurdly powerful attacks that don’t even deplete your ATB gauge.
