Piper’s Location
Piper can be found in Diamond City. When you first arrive, you’ll meet her at the gates. She’ll help you get inside – after that, her office will be marked on the map.
How to get Piper
If you want Piper to become your companion you should complete the quest “Reunions”. It’s the one that Nick Valentine gives you after you rescue him. Once you finish the quest you’ll add Piper to the list of your companions.
Piper’s abilities & perks
Abilities: Piper is equipped with a pistol by default, and has infinite ammunition for it. Her accuracy is decent, but her main strength is her perk, which helps immensely outside of combat. Perk: Gift of Gab (+100% XP bonus for speech challenges and discovering new locations)
How to reach Maximum Relationship Level with Piper
Doing the quest she can give you will improve your relationship. She’s a potential romantic interest – if you raise her affection level enough, you’ll have a chance to start a relationship with her.
You don’t need to complete Reunions – you don’t even need to go to Nick before getting Piper. On my second playthrough I did not go to find Nick right after entering Diamond City the first time, instead I went straight to Piper’s office right inside the entrance, and after talking to her and giving her the interview, she joined me straight away.
Piper is a fan of you doing tasks she cannot. This primarily means breaking locks and cracking terminals. Do not attempt to extort people in her sight. You can actually obtain her assistance earlier in the main quest-line. If you have a high enough charisma you can persuade the mayor of Diamond City to give you information the first time you meet him, this peaks her interest. If you then afterwords get interviewed by her she becomes your companion. I used mainly truthful and realistic/optimistic answers with her if this means anything. As a side note, she sucks in combat, has no concept of stealth. *Possible spoiler, in vault 81 there is a moral choice that can massively boost your respect with her, or any other companion (use it)*
I raised my charisma to 10 and she idolizes me but I can’t successfully romance her and I don’t know why

piper likes when you pick locks. picked 2 expert locks and i was able to flirt with her
