After you’ve finished the story mission Gaining Credence, go to Bilal’s Gas Station. It’s down the road east of Jasir’s Farm. Climb to the roof of the gas station, and you’ll see a merchant there. He sells a lot of nice weapons, but also the arrow blueprint. You can buy it for just $1600. After that, you’ll be able to craft arrows in batches of eight. The materials you’ll need are:
