Before you can use any spell, you’ll need an appropriate item. Miracles can only be used by equipping Talismans or Chimes; for Sorcery, you’ll need Staff or Catalyst, and Pyromancies can be cast by equipping Flames.

  • Put a Talisman/Chimes or Staff/Catalyst in your off hand
  • Put your spell in the top (up) active slot.
  • Cast the spell with L1
  • Cast the Talisman/Chimes or Staff/Catalyst power with L2

You have to press ESC. And when the menu comes up, select equipment. Then select an equipment slot, and select the weapon/armor piece etc. and equip it.

rn – the bottom stats on the reinforce screen is something like “spell buff”. this is the actual increase of spell potency from your staff/weapon

But what about reinforcing a staff, dose it actually increase spell damage, it dose not show on the reinforce screen

I have reinforced a catalyst. Can confirm that at +3 the spell buff increased from 100 to 110.
