And if you can’t find a safe, the Nuclear Missions are a good alternative. Get the Geiger Counter and then use it to find the nuclear storage caches. They not only hold a lot of cash, but they also have Nuclear Rods, each of which is worth 10k. Once you have enough money, go to the nearest Buy Station. Sell all of the things you’ve found, such as the Nuclear Rods, there. Next, buy a Medium Backpack. This is required in order to be able to complete the mission.
