How to Get & Grow Shrubs into Bushes in Animal Crossing New Horizons?
To get and grow Animal Crossing New Horizons shrubs, the first order of business is finding the terrifying-looking sloth, Leif, on your island. Every time he arrives, Lief sells you four different shrub starters (280 Bells a pop, 1.400 Bells for five). He also sells flowers that are often not native to your island, and buys Weeds for twice the money than Nook corner, so keep that in mind.
Once you purchase the shrub starters you want, simply plant them like you would plant flowers. It’ll take a few days to grow, and will only sprout flowers if the season is right. Last, but not least, you’ll find a list of all the shrubs you can buy in the game (at least, at the time of writing) below.

Can You Cross-Breed Shrubs & Get New Bushes in Animal Crossing New Horizons?
No, you cannot cross-breed Animal Crossing New Horizons shrubs and make your own, hybrid bushes. The only way to obtain shrubs is to purchase the starters from Leif and grow them. Maybe this feature will become available in a future patch, but I wouldn’t put any money on that. Either way, at the time of writing, cross-breeding bushes just isn’t a thing you can do in New Horizons, and it’s not likely you ever will. Hate to break your heart like this; I’m just the messenger.
