To get the shovel in Animal Crossing New Horizons, you have to proceed through the game until Nook stops accepting new creatures from you. After that happens, Nook will tell you that you should set up a camp for Blathers the owl, who wants to explore your island. Once you do that, Blathers will arrive after about two days (which you can skip over with time travel).
From that moment on, you can give new creatures you find to Blathers and get new recipes that way. Among others, you’ll get a recipe for the shovel and the Vaulting Pole, used for jumping over rivers. For the shovel specifically, you’re gonna need five hardwood in order to craft it. To dig up trees and get Iron and Gold Nuggets in Animal Crossing New Horizons, you have to equip it from the inventory and then press A when you’re close to the tree / rock. If you’re close to a tree, you’ll dig it up completely and place it in your inventory, then replant it in a different hole. That way, you can get Foreign Fruit back to your island. Make sure to spend all of your fruit buffs before that, so that you don’t break the rock. Each time you hit it, you’ll get some Stone, Iron Nuggets, Gold Nuggets, and other stuff. Eventually, that rock will dry up, and you should move on to the next rock.
