Special settlement vendors are merchants you can meet in the Wasteland and send to your settlements in Fallout 4. Every one of them has certain requirements that have to be fulfilled in order to get them to work for you, and each sells far better items than regular Level 3 shopkeepers do.

This guide will show you where to find level 4 settlement vendors in Fallout 4, how to hire them and what they need.
Note: It’s a work in progress. We’ll update with more info as soon as we have it.
Clothing Specialist Level 4 Vendor
Name: Ann Hargraves Location: WRVR Broadcast Station Requirements: Clothing Emporium (lvl 3) How to get: Just talk to her and invite her to work for you.
General Trader Level 4
Name: Vault-Tec Rep Location: On the top floor of Hotel Rexford, Goodneighbor Requirements: Trading Emporium (lvl 3) How to get: Talk to him, invite him to your settlement. Once he’s there, talk to him again and offer him the job. After that, you’ll be able to assign him to the stall.
Name: Holt Combes Location: Vault 81, in the Depot Requirements: Trading Emporium (lvl 3) How to get: Talking to his wife about how he’s not helping with the store involves a persuasion check we fail every time, even though we have 10 Charisma, a +3 CHA dress and Level 2 Lady Killer. There could be a special condition that has to be met in order to succeed at this conversation, but we haven’t found it yet.
Name: Rylee Location: Longneck Lukowski’s Cannery (thanks to TPF for the tip) Requirements: Trading Emporium (lvl 3) How to get: Just talk to her, question her about the poisonings and her suit, after which you’ll get the chance to ask her to work for you.
Armor Vendor Level 4
Name: The Scribe Location: Random encounter Requirements: Armor Emporium (lvl 3), 10 settlers How to get: ???
Settlement Weapon Merchant Level 4
Name: Smiling Larry Location: Random encounter Requirements: Weapons Emporium (lvl 3), 30 settlers How to get: ???
Clinic Merchant Level 4
Name: Doc Anderson Location: Random encounter Requirements: Surgery Center (lvl 3), 20 settlers How to get: ???
Level 4 Food & Drink
Name: Ron Staples Location: Random encounter Requirements: Restaurant (lvl 3), 20 settlers How to get: ???
You guys know that they can die on their way to your settlements right? if they don’t have protection from radiation or a weapon to to kill attackers you risk never seeing them again. the only settlers that are invincible are followers
Holt is bugged. You may need to witness him talking to Tina De Luca in the storage room between 10PM and midnight every night BEFORE starting any other quests. “Dependency” prevents Tina from showing up if quest is active, and “Hole in the Wall” prevents Holt from appearing as he’ll be in the store with his wife and daughter and either quest might bug their potential conversation. I waited until after both quests were complete and when both finally appeared at same time, they didn’t speak and I wasn’t detected. They just stood there for 2 hours doing nothing. I’m thinking you need to witness the “affair” to be able to tell the wife, but they need to be speaking to each other for it to register to the player.
Do NOT speak to Kylee while she’s in Longneck’s. Let their dialog run out, and let her exit. Wait 4 seconds then exit yourself. Approach and speak to her. The VERY 1st settlement you choose she’ll back out of going to and will say something like “that’s not making any sense”. It’s also possible the 1st settlement you choose will gray-out, so try sending her to a place you normally wouldn’t for the 1st attempt. Reopen dialog with her, and this time choose a settlement like the Lighthouse. This time she’ll agree and will go there. Sanctuary is a known conflict point for her, and many people report she’ll leave Sanctuary randomly (or rather she disappears). I also suggest setting her as “essential” and give her a good weapon so the trip is uneventful. I sent her to the Lighthouse and she’s been bug-free there thus far, which has been a week+ in real-time. She always spawns with the rest of the settlers and her inventory is always accessible.
that’s Sheffield. he’s not a “legendary vendor” AFAIK, he’s just a named settler. I mean he does not upgrade your merchant stall to level 4, but yeah, it’s nice to collect him aswell.
So I found the doctor, weapons and bar guy and sent them all to the castle 1st, 1 week worth of resting and they have never shown. Is there a bug that you MUST send them to sanctuary 1st or risk them never showing?
I found Anne Hargraves, Smiling Larry and the Vault-Tec Rep guy and sent them all to my new settlement on Spectical Island where I build a giant market place. When I headed back to assign them to their stores I could only find the Vault-Tec guy. After days of searching for them I finally found Anne drifting along the bottom of the bay; aparently she couldn’t make the swim and drowned. I’m still searching for Larry but it looks like my game won’t be unlocking any level 4 shops for me. Has anyone else had this issue?
yea their has to be a glitch i found Rylee, The Scribe and Smiling Larry asked all 3 to come to sanctuary and non ever turned up and you can’t escort them back because they don’t walk their they just walk in a loop around the area where you found them.
So when it says 30 settlers, we are talking about combined population between all settlements connected by a supply line? Or is this literally 30 at a single site. For some reason I can’t ever get more than about 21 people at any given location.
There’s two different methods. One is connected by a supply lines or raise your charisma with chems/clothing/alcohol then transfer settlers from another settlement to your settlement of choice.
Really? It reqs charisma? I have 11 charisma at any given time, but ive never once had an NPC not go where I tell them save for the ones hat just can’t leave their spots. My mehod was continually sending my sanctuary people to my main base. Im at 26 now.
natural limit is 10, it is plus 1 for every charisma, Companions sometimes ignore that rule and will go to a settlement even if it’s at it’s max. through clothes, items, and chems I got 38 people at the castle, and even if you are over your limit you can swap out followers at that location with no problems in spite of now having a lower charisma.
I’ve tried it on X1 and also waited for her outside but she still won’t go to my settlement.
First try she says she’s confused and the next she agrees, but she never goes to my settlement.
Waited for a few days at the Castle but she never shows up. The population number does increase when I say where she needs to go though.
Tried while having an empty Vendor Stand as well but it didn’t work.
She works on all platforms. If you’re having problems with her send her to a very close settlement and follow here there, then save, then send her to another settlement.
Used Reginald’s Suit (+3 CHAR) and a hat and glasses, plus Grape Mentats to finish at 19 CHAR, passed the Holt’s wife check and still got nowhere. Talking to her about Holt (and even suggesting to her that she should leave him) did not open up any new dialogues between her or Holt about him leaving for a settlement. Did not seem to accomplish anything.
The scribe any tips on finding this one?
I found Rylee dead, beneath a motorway. I had spoken to her previously at the cannery but had not tried to recruit her.
Same thing. I can’t find her or vault tec guy after hiring them.
Yeah, that’s a well known bug with all lv4 vendors that has gone completely ignored by Bethesda.

YOU CAN GET ALEXIS AND STUFF AT YOUR SETTLEMENT IF YOU CONVINCER HER TO LEAVE HOLT

There is a drunk in Diamond City, I gave him nuka cola and opened up new dialog. He now runs the bar for me at my settlement.

Had the same thing happen to me… my main settlement is Sanctuary and this random doctor lady I met never showed and its gotta be months later.

That’s because water is irradiated. You basically killed her by sending her across the bay without protection.

Don’t try to recruit Rylee on console. She is currently glitched. Don’t even go to her location or she will leave.
I was able to get her on ps4. I waited until she was outside to talk to her though.

On holt i passed the persuasion check, might haveto finish the dependency quest first
