Where to find Remote Electrical Charge
The gadget is located in the GCPD Evidence Archive. You can obtain it right at the start, after you lock Poison Ivy up. The evidence archive is located in the south-eastern part of the precinct, and the REC is in a glass display on the east wall, under the GCPD logo. Break the glass and take it.
