You can find them in several locations; there’s a cluster of about five or six of them in Romaritime Harbor. Finding them shouldn’t be that big of an issue; you just have to follow the quest marker on the minimap. The problem comes when you actually try to collect the flowers; you can’t just approach and pick them up. Instead, you have to bring out a Hydro character and use a Hydro power on each Romaritime Flower; only then will you be able to grab them. Rinse and repeat until you have enough. I mean, you can collect them all since you’re already there. You won’t need them for this quest step, but they might come in handy later.
