As it turns out, they’re basically just nodes of planetary materials on Neptune, much like Spinmetal or Baryon Bough. They are scattered all across the planet and not necessarily always easy to find. We highly recommend you equip the Enhanced Resource Detector tracking Ghost mod. It will show you the locations of Cloud Accretions as in-game markers, making your life infinitely simpler. Naturally, the quest requires you to kill a bunch of Vex first to earn Cipher Qubits. Once you have them, then head for the Accretions and break them to extract resources.
