That’s in the northeast of Alfheim, and you can only get there later in the game. Anyways, in the east of the Forbidden Sands, you’ll come across the Elven Sanctum. In there, you’ll be tasked to find a special book as a part of a larger Favor side quest. Finding the book is not too difficult, but the map itself is easy to miss. There are three sections of the room where the book is. One has a red chest, one houses the book itself, and one has a legendary chest. The map is on a shelf to the right of that last chest.

In fact, it’s in the north of Forbidden Sands, in the area called The Burrows. There’s a single, upright boulder in that area that you can latch onto using the blades of Chaos. From there, you have to use the Blades again to attach to the wall opposite the boulder and break through it. Kill the enemies protecting the plateau. The Forgotten Tower buried treasure itself is near the rock-filled alcove to the left of the huge door.
