The second thing you’ll need is a Sinnoh Stone. Like the Metal Coat and other evolution items, you get the Sinnoh Stone by spinning Photo Discs at PokeStops and Gyms. The drop rate is extremely low for all of them, sitting at around 1%. You can increase your odds by spinning the same Disc for seven days in a row; on the seventh day, you’ll get way more items as a bonus for completing the streak. No guarantee that a Sinnoh Stone will drop, sadly.

So, whenever you complete seven tasks and thereby collect seven stamps, you’ll have a chance to catch a Lickitung. This should speed up the process of gathering the Candies, at the very least.
