This is because its initial evolution step, where it can turn into Silcoon or Cascoon, doesn’t seem to follow any rhyme or reason. How to Evolve Wurmple to Beautifly & Dustox in Pokemon Legends Arceus

The Wurmple evolution to Beautyfly and Dustox in Pokemon Legends Arceus is not a complicated process, as we’ve said, but it is a little weird. The first evolution is actually into Silcoon or Cascoon, which happens when your Wurmple hits level 7. Not automatically, of course; you have to select it in your party and press X to trigger the evolution. That’s where we hit the only real snag in the process – whether you get Silcoon or Cascoon seems to be completely random, but somewhat connected to your Wurmple’s nature. We’re not entirely sure how; if you’ve cracked the system, let us know in the comments. We’ve just been treating it like a coin toss; luckily, there are plenty Wurmple to go around.

The next step of your Wurmple evolution in Pokemon Legends Arceus is getting to Beautyfly and Dustox. For the former, you have to get your Silcoon up to level 10 and trigger the evolution as described above. Same goes for Dustox, except you need a Cascoon instead of a Silcoon. And that’s basically all there is to it. There are no other special requirements. Aside from the random nature of Wurmple’s initial evolution, it’s pretty straightforward. Incidentally, you can find Wurmple in Obsidian Fieldlands; specifically, in Horseshoe Plains, Floaro Gardens, and The Heartwood. If you’ve been having trouble with the Wurmple Can Evolve request, well, that’s where you should look. When you catch a Wurmple, take it back to Beauregard to complete the mission.
