At time of writing, the one place where we’ve found it is in Horseshoe Plains. You need to find the location of Wurmple in Pokemon Legends Arceus early on because of the Wurmple Can Evolve request, aka side quest. You can get it from one of the guards in Jubilife Village called Beauregard. We’ll provide his location in the image below. Once you manage to capture a Wurmple, head back to the village and talk to Beauregard again. Select the Pokemon from your inventory, confirm that you want to give it away, and you’re done. He’ll even let you name the creature; you’ll get to choose between three adorable names: Beauticia, Beautifred and Beaugene. Overall, it’s an easy request to do once you know how to get and catch Wurmple.
