Where to Get Surf in Pokemon Brilliant Diamond
Surf does not come until later in the game. About halfway through, you will battle a Psyduck on Route 210. After this, you will speak with Cynthia as part of the main storyline. She is a champion of the Elite Four.
Cynthia will send you on a task to visit Celestic Town and deliver an item to her Grandmother. The Grandmother is close to the Pokemon center in the city. Find the Galactic Grunt in the middle of the town, standing outside a cave. Defeat him to continue.
Go through to the ruins and the Grandmother will come to meet you. You need to hand over the necklace, then head to the mural. After interacting with it, she will hand over some TMs. One of these will be surf.
How to Use Surf in Pokemon BDSP
Once you have done the above tasks, you can use surf outside of battle. This is done by summoning a Bibarel. Move to the edge of a body of water and press the A button. You will then be sat on top of the Bibarel, and you can navigate through the body of water.
This operates just like being on land. You will still encounter Pokemon. In fact, you can use a fishing rod from here to increase the chance of rare encounters. Make sure you go back to areas previously explored and check out the water areas. This is the way you will get your hands on the rarest Pokemon in the game.
