You will be able to get the Quick Claw from an NPC in Jubilife City. Once you are at this location, go to the northwestern part of the city. The building you are looking for is located behind the Poke Mart. It is a green and brown building with a bright blue door. The sign in front of it reads “Jubilife Condominiums Tenants Wanted!” Open the door and go inside. There, you will see two characters – an old woman and a young woman with blonde hair, with a Pikachu and a Pachirisu next to her. It is her that you want to talk to.

So, approach her and interact with her to start up a conversation. She will comment that your Pokemon is very cute and that you should try giving it the Quick Claw to hold. And that’s all there is to it, the Quick Claw is now in your inventory. You can now go into your inventory and select which of your Pokemon you would like to give it to. The Quick Claw allows the Pokemon holding it to occasionally attack first in battle. This makes it a very useful item to have.
