Horsetail is a purple reed that you can find growing next to bodies of water. Alternatively, you can purchase it from Herbalist Gui in Bubu Pharmacy in Liyue Harbor. As for the Sakura Bloom Genshin Impact Fake Fly Bait ingredient, they are purple flowers that grow in Inazuma; specifically, you can find a lot of them on Narukami Island.
