Like a number of other quests in this game, the Dragon Banner Pieces quest in Bannerlord can become impossible to complete if you aren’t careful and prompt. How to Solve Bannerlord Dragon Banner Pieces Quest Bug?
To solve the bug with collecting all three Dragon Banner pieces in Mount & Blade 2 Bannerlord, you have to make sure you save often and complete the related quests as promptly as you can. Basically, the first part of the quest is to find the ten Nobles, and that part is arduous, but generally without problems. The next step is where it gets rough. You have to speak with Istiana and Arzagos and clear out their respective bandit hideouts. Make absolutely certain that you save your game before accepting each of these quests.
Also, speak only with one of these quest givers at a time, and clear out their bandit camp immediately upon accepting the mission. Otherwise, especially with Arzagos, the Raiding Party that the game randomly assigns the Banner Pieces to might wander off and get killed by AI. If that happens, and you don’t have a save to lean back on, you might as well start the game anew. Although, there have been some rumors that the quest auto-completes when you reach Clan Level 3, but we haven’t confirmed that.
For an extra layer of security, some have said that you can also raid the hideouts before starting the quest, so that actually beginning the quest respawns it. It might work, but, again, we haven’t had the chance to test it. In short, make sure that you save before (and maybe after) accepting each of the quests, and you should be fine. This mau be an answer for some. The hideout label is nowhere near the hideout. The hideout is a big pile of rocks on the edge of the forrest.

TY verry much/ coz i spend long time 2 understand where is the problem, I have many saves and try 2 restart many times more and more faraway fromm bug but it could not help me @all. (sorry 4 my eng) the problem is in Arzagos Hideout it was incorrect it dont give me the piece & gone Unlike 2nd Hideout its not gone and give piese @ 2nd or 3rd time raid.
as I understand it, the problem is that when you run past the spawn place Hideout they can appear several times and crush the quest, which happened to me. Because of what, I had to destroy the Hideout that were in the spawn site before starting the quest

Reaching clan level 3 is a lie
Leveling the Clan to Tier 3 did not work for me. I’ll have to restart the game entirely or wait for a patch.
Came here with the same problem and read that the solution was to save prior. Didn’t have the forethought for that because of the time, but I loaded a save after the glitch happened and it reset the quest and let me finish it. Idk if itll work all the time or even really what I did to make it happen but it worked.
